Summary:
Reporting to the Assistant Director the Captain/Correctional Officer IV provides for the public's safety by ensuring the continued custody, safety, security and control of arrestees and prisoners committed to the custody of the Department.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
Oversees daily operations of the facility to include planning, organizing, and directing programs and activities.
Develops policies and procedures that are reviewed and approved by management.
Ensures the facility is adequately staffed at all times and staff members are trained and certified as mandated.
Establishes and communicates standards of work performance, work hours and employee rules and regulations.
Ensures effective supervision of staff; ensures the safety, security, and compensation of staff members.
Resolves employee issues and initiates disciplinary actions as needed.
Discusses procedures and operational challenges with the staff to maintain consistency.
Conducts frequent security, safety, maintenance, and sanitation inspections of the facility to identify and correct irregularities along with ascertaining employee and inmate observance of current policies and practices.
Manages Central Booking by coordinating staff with receiving, processing, searching, and ensuring safety, security, care, transport, and discharge of inmates.
Facilitates inmate services, such as medical care, educational opportunities, laundry, etc.
Ensures inmates' rights are not abridged; interviews troubled inmates and resolves issues; establishes consistent enforcement of standards related to inmate conduct.
Other related duties as required.
Qualifications:
Bachelor's or Associate's degree in related field or eight years' experience maintaining security and/or programs in a correctional facility, with four years at an advanced supervisory or administrative level experience or combination of education and experience, with certification from the Maryland Correctional Training Commission or an equivalent program.
Considerable knowledge of the rules, regulations and statutory laws governing the security and operation of correctional institutions.
Knowledge of behavior patterns, discipline and attitude of individuals or groups of persons in custody.
Ability to establish and maintain effective working relationships with subordinates, inmates, lawyers, the public and officials of County, State and Federal agencies.
Knowledge of managing human resources, institutions, public relations and supervisory skills methods and techniques.
Ability to analyze organizational programs, policies, and procedures and to make appropriate revisions and/or additions.
Ability to maintain records and prepare financial reports.
Ability to write acceptable reports in accordance with established mandates.
Ability to express ideas effectively, both orally and written, and to think independently.

Ability to deal calmly and effectively with all persons and in all situations.
Ability to balance prevailing requirements for security and controlling the inmate population while keeping focused on the needs of the Correctional Officers and other constituents.

Perform strenuous and active Riot Formations wearing a gas mask, protective helmet and carrying a riot baton.
The activity may be conducted over extended periods of time and involves standing, walking, marching, and running.
Utilize chemical agents at prescribed distance and be exposed to OC without a protective mask.
Walk through a contaminated area and feel the full effects of the agent.
Use defensive tactics (Arm/Wrist Locks, Come-Along and Disarming Techniques).

Other physical activity including running and fast walking may be required to meet all of the regulations of the Maryland Public Safety Training Commission.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
