Non-exempt Overview:
This position is responsible for assisting in all aspects of emergency management, such as the development of planning documents, participating in emergency operations center activations, and support for incident command operations.
This position will also be responsible for assisting with emergency services administrative duties such as grant administration and creating reports.
This is a full-time position with Talbot County and includes all employee benefits.
The Emergency Management Coordinator reports directly to the Emergency Management Division Chief, under the overall discretion of the Emergency Services Director.
DUTIES & EXAMPLES OF WORK:
Assist in the development, writing, and maintenance of the County's all-hazard emergency, preparedness, and resilience plans and procedures by utilizing local, state, and federal guidelines.
Oversees the administration of state and federal grants.
This may include the development of memorandums, investment justifications, and other associated documents.
Assist with emergency services administrative functions in the absence of the Office Manager for an extended period of time.
Duties may include answering telephones, interacting with the public visiting the building, and submitting emergency medical services reports to the billing agent.
Develops, maintains, and formats plans, manuals, job aids and procedures to ensure proper response of personnel and agencies who may be involved in emergency management activities.
Develops, coordinates, and conducts training on County and regional emergency plans and procedures for emergency operations.
Maintains all related records of training.
Assists with activities that address action items listed in the County's Hazard Mitigation and Community Resilience Plan and other priority emergency management projects.
Required to respond to Emergency Operations Center (EOC) as directed to fulfill staff positions or serve as a member of the emergency management/support team.
Uses computer modeling and mapping systems to supplement the planning efforts and support public information.
Prepares documentation, reports, and supporting information and completes applications for grant funding relating to emergency management.
Assists with the coordination of regional planning with other local jurisdictions, state, and federal agencies.
Reviews vendor information and literature and prepares specifications for contracted services relating to emergency management planning, equipment purchases and evaluation.
Assist with the management of the EOC and may be asked to coordinate efforts in the field.
Oversees the Department of Emergency Services Volunteer Program and coordinates Community Emergency Response Training (CERT) for the community.
Performs related work as necessary.
MINIMUM
Qualifications:
Include graduation from an accredited high school, a Bachelors' Degree preferred however equivalent experience may be accepted, and a minimum of two years of full-time employment in a responsible administrative or technical position in emergency management or a related field.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Bachelor's degree is preferred, however equivalent experience may be accepted in Emergency Management, Planning, Management, Public Administration, or related fields.
Any equivalent combination of acceptable experience and/or education which provides the knowledge, skill and abilities cited below may be considered.
A minimum of two years of paid, full-time employment in a responsible administrative or technical position in emergency management, business, or government.
A minimum of one year of experience in writing and implementing emergency plans, procedures, and policies for response to public emergencies and disasters.
Excellent communication skills, both written and oral.
Knowledge of basic principles of emergency services, principles and practices of government operations, including organizational planning, analysis, hazardous materials, chemical, biological, and nuclear hazards, terrorism, natural hazards, technical hazards disaster response, and plan/report writing.
Computer proficiency:
ability to use computer applications such as Microsoft Word, Excel, PowerPoint, Publisher, hurricane tracking software, WEB EOC, and GIS is desirable.
Ability to remain calm in an extremely stressful environment.
Ability to work both independently and as part of a team of co-workers, County Officials, the public and media representatives.
Provide appropriate, cordial, and responsive customer service.
REQUIRED LICENSES AND CERTIFICATIONS:
1.
Most up-to-date versions of FEMA IS 100, 200, 300, 400, 700, 800.
2.
FEMA Professional Development Series(or within first year of employment) 3.
FEMA Advanced Professional Series(or within two year of employment) 4.
FEMA EMI National Emergency Management Basic Academypreferred or must be completed within two years of employment.
5.
Bachelor's degree in Emergency Management, Planning, Management, Public Administration, or related field is preferred.
6.
Must possess and maintain a valid Maryland Class C Driver's License.
